This document is entitled "Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in the Key Work of Comprehensively Promoting Rural Revitalization in 2023". The full text consists of nine parts, including: strengthening the stable production and supply of grain and important agricultural products, enhancing agricultural infrastructure construction, strengthening agricultural science and technology and equipment support, consolidating and expanding the achievements of poverty alleviation, promoting high-quality development of rural industries, expanding channels for farmers to increase income and become prosperous, solidly promoting the construction of livable, business friendly and beautiful rural areas, improving the rural governance system led by party organizations, strengthening policy guarantees and institutional mechanism innovation.
The document points out that the most arduous and heavy task in comprehensively building a socialist modernized country still lies in rural areas. The unprecedented global changes are accelerating, and China's development has entered a period of strategic opportunities, risks, and challenges, with increasing uncertainties and unforeseeable factors. It is crucial to safeguard the basic principles of agriculture, rural areas, and farmers, and not to let them slip away. The Central Committee of the Communist Party of China believes that it is necessary to persistently make solving the "three rural issues" a top priority in the work of the whole party, and to mobilize the efforts of the whole party and society to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas.
The document proposes to firmly adhere to the bottom line of ensuring food security and preventing large-scale poverty relapse, solidly promote key work such as rural development, rural construction, and rural governance, accelerate the construction of an agricultural power, and build livable, business friendly, and beautiful rural areas.
